Watervliet Jr.-Sr. HS Local Assistance Plan

School officials continue with plan to improve performance of student group

During its Nov. 19 meeting, the Watervliet Board of Education approved the Diagnostic Self-Review Document and Report Templates in accordance with New York State Education Department (SED) regulations for schools identified as requiring Local Assistance Plans (LAP).

Schools can be identified as LAP for either of the following reasons:

bullet graphicnot making adequate yearly progress (AYP) for a subgroup for multiple years,

bullet graphichaving increasing gaps in performance between the subgroup and students not in the subgroup, or

bullet graphichaving a subgroup performance at or below a certain point.

SED identified Watervliet Jr.-Sr. High School in 2013 for failing to make AYP in English Language Arts (ELA) for three consecutive years for students with disabilities. This designation was based on assessment data from the 2009-10, 2010-11, and 2011-2012 school years. After being identified, school administrators worked together to develop a plan that is intended to improve academic performance.

In accordance with state regulations, a district in “Good Standing” – such as Watervliet – is required to “work with the identified school(s) to complete a diagnostic self-review document and report template for each identified school.”

LAP schools must have a plan that is focused on closing identified gaps in student achievement. Commissioner’s regulations require LAP schools to develop a plan that specifies the following:

bullet graphicthe process by which the plan was developed and how school leadership, staff, parents, and students, if appropriate, were given meaningful opportunities to participate in the development of the plan;

bullet graphic the additional resources and professional development that will be provided to LAP schools to support implementation of the plan; and

bullet graphicthe actions to improve the performance of the subgroup(s) for which the school was identified and the timeline for implementation of the actions.
